In light of the Individuals with Disabilities Education Act's ("IDEA")goal of resolving educational disputes involving children with special needs promptly and effectively, the 30-day limitations period embodied in Ga. Code Ann. section 50-13-19(b), without the tolling provisions of the Georgia Renewal Statute, Ga. Code Ann. section 9-2-61, most closely corresponds with both the purpose and function of the IDEA.
