United States Eleventh Circuit

CUESTA v. SCH. BD. OF MIAMI-DADE COUNTY, 00-16086

A school board cannot be held liable for allegedly unlawful arrests that result from a policy that merely calls on school officials to report criminal behavior; the defendant's constitutional rights were not violated because officers had a reasonable suspicion to strip search her based upon the violent and threatening language contained in her publication.
