In a suit by a landowner alleging the contamination of his property by Air Force landfills, because plaintiff's Resource Conservation and Recovery Act (RCRA) and the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) claims involved complex issues that were not fully addressed in the record, the district court was ordered to conduct further consideration of the issues.
