A vehicle export fee, intended to recoup government costs for the establishment of a vehicle export inspection facility, does not violate the Import-Export Clause of the U.S. Consitution because there is no effect on foreign commercial relations, it does not deprive the federal government of revenue and does not disrupt harmony among the states.
