In an action for declaratory, injunctive, and mandamus relief sought by a telecommunications business, claiming that a denial of an application violated the Federal Telecommunications Act of 1996, the judgment declaring the above and granting injunctive relief is affirmed as the denial was not supported by substantial evidence.
