In an action raising a disparate-impact claim under the Fair Housing Act (FHA) against defendants claiming that a new comprehensive land-use plan and amended land-use regulations enacted by a county had a discriminatory effect on persons protected by the FHA, summary judgment for defendants is affirmed where plaintiffs failed to establish a prima facie case as they did not "show that a specific policy caused a significant disparate effect on a protected group."
