Denial of declaratory and injunctive relief for Qwest, an incumbent local exchange carrier, is affirmed where state commissions properly determined that the Telecommunications Act, specifically, 47 U.S.C. section 252(a)(1), required Qwest and a competitive local exchange carrier to submit their switch and shared transport agreement for approval.
