Schulz v. City of Longmont, 04-1418

Summary judgment for a city on claims brought by members of its police and fire departments, involving a salary freeze imposed by the city, is affirmed where, under Colorado law, any promises made to the officers at the time the city hired them could not bind future city councils, and thus, summary judgment on contract, promissory estoppel, and due process claims.
