Newton v. Fed. Aviation Admin., 05-9548
A petition for our review of an order of the National Transportation Safety Board (NTSB) determining that it lacked jurisdiction to review a decision of the Utah Air National Guard to permanently withdraw petitioner's air-traffic-control-specialist certificate is affirmed as petitioner's certificate was not an airman certificate and did not otherwise constitute a certificate issued under chapter 447 of Title 49.
