State of Oklahoma v. Int'l Registration Plan, Inc., 04-6320

Denial of a motion for a preliminary injunction to prohibit enforcement of sanctions imposed on a state by the administrator of a vehicle registration reciprocity agreement among U.S. states and Canadian provinces is affirmed where, although the Tax Injunction Act did not deprive the court of jurisdiction over the matter, the state could not meet even the modified version of the success on the merits prong.
