Dismissal in part of a suit against a pueblo and various tribal officials alleging violations of state and federal law after the tribe revoked his flea market vendor's permit is reversed in part where an exception to tribal sovereign immunity did not apply, and the Indian Self-Determination and Education Assistance Act did not confer jurisdiction in the action.
