Bolden v. City of Topeka, 04-3306

A judgment for defendant-municipality in an action alleging race-based discrimination and retaliation for protected speech, in violation of the Fair Housing Act and several civil-rights statutes, in connection with defendant's demolition of certain buildings and its refusal to extend a janitorial contract is reversed in part as to: 1) dismissal of a 42 U.S.C. section 1981 claim; and 2) dismissal under the Rooker-Feldman doctrine of certain claims against defendant.
