HOUGHTON v. REINERTSON, 03-1074

In a suit alleging defendant-Colorado's new Medicaid eligibility rules violate the Medicaid Catastrophic Care Act, summary judgment in favor of defendant is reversed where the district court erred by not including plaintiff's retirement funds when determining his eligibility for Medicaid benefits.
