Congressional legislation concerning the governance of the Black Hills National Forest intrudes on neither executive nor judicial authority. It comports with the current view of executive branch officials regarding forest management; though it overrides a settlement agreement entered by the district court, that agreement was forged by a private group with a former administration without serious judicial involvement.
