United States Tenth Circuit
STEELE v. FED. BUREAU OF PRISONS, 02-1492
Exhaustion of available administrative remedies is an essential allegation in a prisoner's complaint under the Prison Litigation Reform Act section 1997e(a); a dismissal based on lack of exhaustion should ordinarily be without prejudice. To ensure compliance, prisoner must provide a comprehensible statement of his claim and either attach copies of administrative proceedings or describe the disposition with specificity.
