District court erred by dismissing plaintiff's complaint as a sanction without performing an explicit analysis. In determining whether his complaint was timely filed per section 2000e-5(f)(1), court should consider documents attached to the complaint indicating that the right-to-sue letter may have contained an incorrect address for plaintiff.
