HARTMAN v. KICKAPOO TRIBE GAMING COMM'N, 01-3400

The Indian Gaming Regulatory Act contains no implied private right of action in favor of an individual seeking to enforce compliance with the statute's provisions. The doctrine of exhaustion of tribal remedies applied to dismiss other claims arising from suspension of a gaming license.
