LAMPKIN v. LITTLE, 01-7018

In action alleging excessive force by police officer, in determining officer's entitlement to qualified immunity and indemnification under Oklahoma's Government Tort Claims Act (GTCA), the district court's failure to make the factual determinations that the GTCA requires, regarding good faith and scope of employment, resulted in the reversal and remand of the court's denial of indemnification application.
