CANNON v. GIBSON, 99-6311

For habeas purposes, prosecution's failure to produce warrants at the suppression hearing does deprive defendant of his ability to fully and fairly litigate his illegal-arrest claim where defendant had the opportunity to expand the record in state appeals process.
