Trial court's judgment is affirmed in part and reversed in part and remanded as Ragsdale v. Progressive Voters League, 801 S.W.2d 880 (Tex. 1990)does not authorize a court to award fees as a matter of law, and under circumstances as in this case, court's award of the full amount of attorney's fees sought is unreasonable.
