In general grievance over wages and benefits, lower court finding that the petitioner-public transportation authority was immune from suit is reversed where: 1) immunity was not preempted; and 2) the union's recourse was to the procedures approved in the arrangement described in section 13(c) of the federal Urban Mass Transit Act of 1964.
