A petition for writ of mandamus is denied where Talamantez v. Strauss, 774 S.W.2d 661 (Tex. 1989), concluding a county officer could not be removed from office for acts predating the officer's election under Chapter 87 of Tex. Local Gov. Code, was wrongly decided.
