In an employment dispute, dismissal for lack of jurisdiction of an appeal is reversed where subject matter jurisdiction existed to address an interlocutory appeal, and judgment is rendered dismissing plaintiff's claims relating to her reinstatement as a jailer since the trial court lacked jurisdiction to issue a declaratory judgment interpreting a commission's order due to a failure to exhaust administrative remedies.
