Court of appeals' reversal of summary judgment for a municipality in a car wash business's suit seeking to estop it from enforcing a zoning ordinance is reversed where the exception to allow estoppel when "justice requires" did not apply, and estoppel would interfere with performance of the municipality's governmental functions.
