The Texas Motor Vehicle Commission Code confers exclusive jurisdiction on the Texas Motor Vehicle Board to initially resolve claims and issues the Code governs, but does not abrogate common law claims if claimant exhausts its administrative remedies to obtain final Board findings about the Code issues to support its Code-based claims.
