The Solid Waste Disposal Act (SWDA) requires a party appealing a Texas Natural Resource Conservation Commission (TNRCC) order under the SWDA to serve a citation on the TNRCC, but neither the SWDA nor the Administrative Procedure Act requires the service of a citation on each party of record.
