In a government benefits action brought by petitioner seeking the amount of her child support payments assigned to the state in excess of the public assistance benefits she received, the Appellate Division's determination that no excess amount is owed is affirmed where: 1) defendant city paid $101,884.41 in benefits and recouped $58,756.50; and 2) the city's calculations were not arbitrary, capricious or erroneous as a matter of law.
