In an action brought after half of plaintiff's $10,000 lottery winnings were appropriated to reimburse the state for his previous receipt of public assistance benefits, the Appellate Division's decision for plaintiff is affirmed where work performed for the City of New York in exchange for cash public assistance and food stamps is protected by the federal minimum wage provisions of the Fair Labor Standards Act (FLSA).
