In a dispute over the administration of a workers' compensation self-insurance plan administered by defendant-county, and the calculation of plaintiff-town liability upon withdrawing from the fund, the withdrawal fee imposed on plaintiff-town reflected benefits to be paid in the future and therefore should have been discounted to its current value as of the date it was due.
