In a dispute arising out of defendants' construction of a sewer system in areas under plaintiffs' jurisdiction, in which plaintiffs alleged defendants caused a public nuisance when, following completion of defendants' work, the areas surrounding the sewer lines settled, causing damage to plaintiffs' adjacent roadways, sidewalks, and curbs, the dismissal of the complaint is affirmed, where: 1) defendants' alleged wrongs do not give rise to successive causes of action under the continuous wrong doctrine; and 2) plaintiffs' claims, which were interposed twenty-two years after defendants substantially completed the construction work, are time-barred.
