De La Cruz v. Caddell Dry Dock & Repair Co., 134

A municipal vessel is a public work within the meaning of N.Y. Labor Law section 220 and article I, section 17 of the N.Y. State Constitution, so that workers involved in its construction, maintenance or repair must be paid prevailing wages, if the vessel's primary objective is to benefit the general public, and there is no doubt that the function of the vessels at issue here was to serve the general public.
