Arbitrator's decision that the School District had violated the collective bargaining agreement, that the penalty of discharge for grievant school bus driver was too severe, and that the bus driver should be reinstated with conditions including evaluation by a substance abuse professional and a negative drug test, is affirmed, where 1) it did not exceed a specific limitation on his power; 2) it was not irrational, and 3) it did not violate public policy.
