In a suit challenging the New York City School Construction Authority's (Authority) State Environmental Quality Review Act (SEQRA) compliance regarding the construction of a campus of four public schools in an area formerly used as a railroad yard, judgment of the Appellate Division is affirmed where the Authority must supplement its Environmental Impact Statement to describe certain remedial measures, because the Authority has not challenged the plaintiffs' showing that such a description is essential to an understanding of the environmental impact of the Authority's project.
