In a proceeding to determine a sex offender's risk level, prior to which the Board of Examiners of Sex Offenders erroneously determined that the appellant was required to register under the Sex Offender Registration Act, the lower courts' ruling that the Board's decision was unreviewable in the risk level proceeding is reversed, where an exception to the usual rule that an article 78 proceeding is the exclusive means of review was warranted for reasons of judicial orderliness and efficiency, as well as other policy goals.
