In an appeal from an order of the Appellate Division reversing the trial court's judgment and dismissing plaintiffs' tort action arising from a bus accident and seeking to hold defendant liable for failure to install passenger seatbelts, judgment is reversed where seatbelt claims are not preempted by federal regulation and because plaintiff's weight distribution claim is not supported by legally sufficient evidence.
