In an appeal from a judgment of the appellate division concerning whether new, county legislative boundaries adopted post-reapportionment apply to the 2011 general election or whether they are to take effect in 2013, judgment is reversed where the trial court correctly determined that the reapportionment as codified in a local ordinance was in accord with the county charter but not applicable to the November 8, 2011 elections for lack of compliance with Sections 113 and 114 of subject charter.
