In an action for injunctive and declaratory relief arising from a dispute over the status of a negotiated settlement agreement pertaining to defendant's duty to provide discharge planning services for mentally ill persons completing their terms of incarceration, judgment of the appeals court is reversed where plaintiffs sought relief prior to termination of the settlement agreement such that their motion for a temporary restraining order and a preliminary injunction was timely filed.
