Respondent state comptroller did not exceed his power under article X, section 5 of the New York Constitution when he disapproved a contract entered into between appellant and the New York State Thruway Authority. One of respondent's functions in auditing state agencies is the review and approval of agency contracts that exceed a sum certain.
