In a dispute arising out of a concession contract between public and private entities, allegations that filings by the Mayor and the Corporation Counsel--certifying that the procedures for soliciting the agreement were followed, and that the agency had the legal authority to award the contract--were improper because only the vending portion of the contract had been submitted for approval, are denied where there was no reason to annul the contract.
