Based on the scientific information available at that time, Dept. of Sanitation rationally conducted a study of particulate matter emissions based on particles measuring 2.5 microns or less in diameter (PM10) without further specific reference to particles measuring 10 microns or less (PM2.5.1) in connection with a plan to transport waste out of state.
