The Empire State Development Corporation (ESDC) is not a part of the judiciary, and was not acting on behalf of the judiciary within a judicial process, and was thus a government entity subject to the Freedom of Information Act, and must disclose subpoenas in its possession which had been served in an investigation of ESDC.
