In the matter of an attorney reinstatement petition from an attorney who was disbarred on consent after his 1997 federal conviction for "ghost payrolling" with the City of Chicago, petition is granted where petitioner: 1) was remorseful and had been candid in admitting his wrongdoing; 2) has made restitution; and 3) has demonstrated his rehabilitation.
