In an class action challenging legislation that provided for the deregulation of telecommunication services as being unconstitutional special legislation due to the fact that it abated proceedings pending against regulated companies, the legislation is upheld where: 1) it was a bipartisan enactment; 2) plaintiffs had not shown that they had any vested right in the proceedings which had been abated; and 3) plaintiffs had not shown that defendant received any benefit that was arbitrarily denied to others.
