People ex rel. Madigan v. Snyder, 95663
A petition for a writ of mandamus to order the Director of Corrections and certain wardens to prevent the recording of certain commutation orders entered by the former governor or, alternatively, to expunge the commutation orders where entered, is denied where: 1) the governor's power to grant clemency is not diminished by statutory regulation of the process of applying for it; 2) the power to pardon includes the authority to preclude certain sentencing consequences; and 3) although it would be preferable that the clemency power be exercised on an individual basis, the governor acted within the broad powers granted to him by the state constitution.
