An Illinois Department of Human Services (DHS) administrative decision finding applicant eligible for Medicaid, but imposing a 22-month penalty period because applicant had purchased a so-called "balloon" annuity that the DHS considered an improper transfer of assets pursuant to a state regulation, is affirmed.
