In action for a declaration of jurisdiction, summary judgement is affirmed where there is a statute that provides that a village, rather than the county, has zoning and building code jurisdiction when it enters into agreements for the future annexation of certain properties located in unincorporated areas, as the statute prevails over other Municipal Code and Counties Code provisions which are in conflict with it but were enacted earlier in time and are more general in nature.
