FRIENDS OF THE PARKS v. CHICAGO PARKS DIST., 93852
Legislation permitting the public financing of physical improvements to certain sports facilities, section 3 of the Illinois Sports Facilities Authority Act, violates neither the public purpose doctrine nor the public trust doctrine. Public Act 91-0935 is not subject to procedural challenge in light of the enrolled-bill doctrine.
