Where, at the time the appellate court issued its opinion, the medical facility in question had been built and the capital which defendant had earmarked for the project had been spent, it was a moot question as to whether defendant's expenditure of funds to construct the facility was unnecessary under the Illinois Health Facilities Planning Act.
