Judgment in favor of the plaintiff in a claim for declaratory judgment on whether the defendant must pay health insurance premiums for plaintiff and his family pursuant to section 10 of the Public Safety Employee Benefits Act is affirmed where the term "unlawful act perpetrated by another" within the meaning of section 10(b) is not narrowed in scope by the act as a whole since the term is not analogous to other criteria set forth in that section.
