In a suit arising from plaintiff's brother's hanging death while in police custody following a shoplifting arrest, grant of defendants' motions for summary judgement are affirmed where plaintiff failed to introduce any expert medical testimony or affidavits concerning whether the deceased could still have been alive when the officer first observed him hanging and whether the time delay created by the officer's conduct had any effect on an attempt to save the deceased's life.
